O Lord our God, I ask Your blessing on those gathered here this morning. Be with them in their deliberations; provide them with such discernment that they may see through the myriad of problems before them how best they may serve the people. Help them to keep ever mindful the needs of those who are without power and position. The Prophets have reminded us that unless we look after the widows and children, those weakest among us, we will forfeit our right to govern. This we pray remembering those faithful who have gone before, Abraham and Sarah, Isaac and Rebekah.

The following amendment was proposed by the Committee on Elections, Procedures, and Ethics:
Amendment No. 130.
Amend sec. 2, page 2, line 21, by deleting "30" and inserting "[30] 33".
Amend sec. 2, page 2, line 23, after "session." by inserting:
"At least three of the measures must be recommended by a metropolitan police department that is located within the county.".
Amend sec. 2, page 2, by deleting lines 32 through 37 and inserting:
"(a) Is 400,000 or more shall not request the preparation of more than five legislative measures pursuant to subsection 1 for a regular legislative session.
(b) Is 100,000 or more but less than 400,000 shall not request the preparation of more than three legislative measures pursuant to subsection 1 for a regular legislative session.
(c) Is less than 100,000 shall not request the preparation of more than one legislative measure pursuant to subsection 1 for a regular legislative session.".
Amend the title of the bill, second line, after "measures;" by inserting:
"authorizing boards of county commissioners of certain counties to request the preparation of an additional number of legislative measures;".
Amend the summary of the bill to read as follows:
"Summary--Revises provisions relating to requests for preparation of legislative measures by legislative counsel. (BDR 17-331)".

"2. [All] Except as otherwise provided in subsection 3 of NRS 245.062, all claims for traveling expenses and subsistence allowances [shall] must be".
Amend section 1, page 1, line 17, by deleting the bracket.
Amend sec. 2, page 2, by deleting lines 1 through 19 and inserting:
"
245.062
1. The board of county commissioners of any county may, by resolution of the board [, create a county travel revolving fund to provide advances of money to county officers and employees for authorized subsistence allowances and] or by ordinance, establish procedures for the payment of authorized travel expenses of county officers and employees arising out of their official duties or employment [, in the amounts] as provided in NRS 245.060.
2. [The resolution must set forth:
(a) The maximum amount of money that may be held in the fund;
(b) The source of the money to be used to establish and maintain the fund; and
(c) The method of controlling advances from the fund and reimbursing the fund for amounts advanced.] Such a resolution or ordinance must require that each department of the county set forth in its annual budget the maximum amount of money that it estimates will be necessary to pay for necessary travel expenses for the fiscal year.
3. The resolution or ordinance may authorize certain officers or".
